(1) About the public call for applications

A. Yes, companies and organizations are eligible to apply if they meet all the following requirements The company or organization must have a base or legal entity (registered corporation) in Japan.
It must have the organizational structure, personnel, etc. to properly carry out the project.
It must have the necessary management infrastructure and sufficient financial and other management capacity to smoothly execute the project.
It must agree to the grant rules and regulations presented by the Secretariat.
It must not be subject to suspension of subsidies or suspension of nomination by the Ministry of Economy, Trade and Industry.
It must not be engaged in operations that contravene domestic or foreign laws and regulations or that offend public order and morals.
It must respond to requests for cooperation on EBPM (Evidence-Based Policy Making) from the government.

A. Yes, it is possible for a Japanese company to apply for multiple training projects. For example, one company can apply for training in several training categories, each with different objectives, content and target group, as long as they stay within the budget ceiling. The maximum subsidy amount is JPY 6 million per company if three categories are applied for at the same time.

A. No. It is not possible to change the type of project or project category after adoption.

A. Applications for this project will close in two rounds: the first deadline is Friday, 18 July 2025, by 12:00 JST, and the second deadline is Friday, 8 August 2025, by 12:00 JST. The earliest applications will not be given priority. All applications submitted by their respective deadline will be reviewed after the deadline.

A. If no financial statements have been prepared, a tax return can be substituted as a substitute.

A. For businesses less than one year old, please submit financial statements only for the period for which they are available. However, please note that the Secretariat may request additional documents.

A. Please write the actual scheduled project start date, not the application date. Please note that in this project, only the expenses incurred (or ordered) after the grant decision date are eligible for the subsidy under this project. It generally takes about 2 to 3 weeks from the adoption decision to the grant decision, following the grant application procedure, but there is a possibility of further delay if the documents submitted are incomplete. Please make sure that you have enough time to prepare your project plan.

A. As adoption is a given right, including the evaluation of the applicant, changes to the applicant or co-applicant are not permitted in principle.

A. Students attending an educational institution are eligible for training, even if they are over 41 years of age.

A. There are no restrictions on the type of job. Not only those in technical and skilled occupations, but also future leaders and those involved in research and development are eligible.

A. Training for employees is not covered by the project.

A. Training directly related to ‘manufacturing’ or ‘development’ for generating products or creating new ones is eligible. For example, programming training for the automation of production lines and training in the operation of industrial robots are eligible. However, training in accounting and general quality control is not eligible, while IT-related training may be eligible if it meets the objectives of the project and is aimed at acquiring skills and knowledge related to manufacturing.

A. The “Japan-based Training” is eligible for training conducted in Japan.

A. We accept applications from companies without a base in India, as long as it is possible to provide training related to manufacturing to Indian students, etc.

A. As grants are paid to Japanese companies (Japan headquarters), applications from companies without a base in Japan are not, in principle, eligible.

A. Applications are accepted from companies that are not in the manufacturing industry as long as they are capable of providing training related to manufacturing for Indian students, etc.

A. As a general rule, applications should be submitted by one company, and the other companies should be listed as partner companies in the application. The main communication with the Secretariat should be carried out by the one company that has applied.

A. The training supported by the project is aimed at acquiring skills and knowledge related to ‘manufacturing’ in the broadest sense. In the construction industry, training is also eligible if it is clearly related to manufacturing, such as technical training or training in the operation of the latest construction equipment.

A. We will accept applications from companies that do not have a legal entity in India, as long as the content of the training matches the objectives of the project.

A. Under the Company-specific Training, applicant companies and implementing organizations are free to independently design the entire training plan, including instructor selection.

(2) Expenses eligible for subsidy

A. In order to promote the development and utilization of human resources in India, this project will expand the Japan-India Institute for Manufacturing and the Japanese Endowed Courses Schemes, and provide grants for expenses required for the development of human resources, including the provision of practical educational opportunities such as classroom lectures and on-the-job training by Japanese companies. Please check the eligible training categories in the application guidelines.

A. The following expenses are not eligible for the subsidy
– Expenses that do not have a business development element, such as sales promotion and sales activities for existing products and services.
– Expenses for the purchase of general-purpose items such as vehicles and computers.
– Personnel costs for employees of Japanese companies, daily allowances and scholarships for students, etc.

A. Expenses ordered before the grant decision date are not eligible for the subsidy. However, you may order expenses not eligible for subsidy before the grant decision. In the grant application process after notification of selection, you are required to submit voucher documents relating to the expenses recorded in order to confirm the appropriateness of the expenses, etc. If these documents are inadequate, the grant decision will not be finalized. We recommend that you prepare voucher documents such as quotations and comparative estimates as soon as possible at the public call stage.

A. No, they are not eligible.
Personnel costs for employees of Japanese companies, daily allowances for students, scholarships, etc. are not eligible for the subsidy. However, the labor costs of domestic assistants (part-timers and temporary staff) contracted for the accounting of the project and the labor costs of local assistants hired to conduct local training, make appointments and gather information in the country are eligible expenses.

A. To ensure objectivity regarding payment, payments should in principle be made by bank transfer, unless a payment method has been specified. Also, if credit card payment is unavoidable, please note that the withdrawal date must be before the project end date.

A. Expenses related to domestic and overseas business trips necessary for the project implementation are eligible as ‘travel expenses’. Also, as ‘conference expenses’, expenses for conferences, lectures, symposia, etc. (venue rental, equipment rental, tea and snack expenses, etc.) necessary for the implementation of the project are eligible. ‘Other expenses’ include translation and interpretation costs, costs for materials purchased for information gathering in the country of interest, costs for online tools, etc. If these costs can be clearly identified as necessary for the implementation of the project plan, they may be eligible.

A. No, they are not eligible for the subsidy.

A. Software purchase costs for the project, as well as software configuration work and specification changes, are also eligible for the subsidy.
However, items with general-purpose applicability are not eligible for the subsidy.

A. No, they are not eligible for the subsidy.

A. The subsidy payment amount is “the total of the eligible costs within the amount of the grant decision that are eligible for the subsidy and that are deemed to have actually been spent”. Therefore, if the actual amount differs from the amount applied for due to exchange rate fluctuations, the amount actually spent will be subject to reimbursement. All expenditure must be accompanied by documentary evidence, such as ledgers and receipts, that clearly show the payment.

A. Yes, as long as the training is completed by 30 January 2026, the period covered by the subsidy, and if the expenditure for the training is completed, with necessary documents including receipts can be submitted to the Secretariat as a settlement report, and if a project report on the content of the training up to that point can be submitted to the Secretariat.

A. In accordance with Section 4 “Accounting Procedures for Travel Expenses” of the Administrative Manual for Subsidized Projects (this manual is only available in Japanese) issued by the Ministry of Economy, Trade and Industry, if your organization has internal travel regulations or policies, please prepare the expense plan based on those rules. If no such regulations exist, for example, in the case of self-employed individuals, please refer to the relevant provisions in the Administrative Manual for Subsidized Projects.

(3) Subsidy applications (grant applications, etc.) and subsidized project

A. After notification of adoption, the selected applicants will be sent an email with information on the grant application process.

A. Once the grant application schedule is finalized, information will be sent to selected applicants by email.
The deadline for submitting application documents must be strictly followed.

A. If a discrepancy in the amount of the grant application occurs due to a change in the content of the subsidized project or if the purpose of the subsidy is changed, it is necessary to submit a Form 3 Application for Approval of Change of Plan to the Secretariat for approval in advance. However, if the following changes are made in accordance with Article 11 “Approval of changes to plans” of Grant Regulations, there is no need to change the plan, and the amount can be adjusted up to the amount of the grant decision. Please report this to the Secretariat at the time of the performance report.
The following are some excerpts from Article 11 of the Grant Regulations.

…when changes are to be made to the content of the subsidized project. However, minor changes as follows are excluded.
(a) When it is considered that the change does not cause any change to the purpose of the subsidy and that it contributes to the efficient achievement of the purpose of the subsidy through the free creativity of the
subsidized business operator.
(b) When it is a change in the details of the project plan that has no relation to the purpose of the subsidy
and the efficiency of the project.”

A. To facilitate the procedures after the project period, an interim inspection may be carried out during the project period to check the status of expenditure up to the relevant point in time.

A. As it is necessary for the settlement after the completion of the subsidized project, a performance report must be submitted to the Secretariat in accordance with Article 16 of the Grant Regulations.

A. In principle, payment of the subsidy will be made after the project is completed, based on a reimbursement process.

A. If collaboration with educational institutions is deemed necessary for project implementation, it can be recorded as ‘commissioning and subcontracting costs’.

A. If the contractor is undecided at the time of application, it is acceptable to state the role of the contractor, for example “educational institution”, without stating the name of the specific legal entity. In selecting a contractor, as stated on p. 33 of the Administrative Manual for Subsidized Projects, please obtain competitive quotations as far as possible from an economic point of view and select the party that offers the lowest price among the competitive quotations. If you have not obtained competitive quotations or have not selected the party who submitted the lowest price, please prepare a statement of reasons for selection clarifying the reasons for your choice.

A. In the proposal, please state the necessity of sending the lecturer to the target country. Travel and transport expenses for the lecturers to travel to the target country should be recorded under the expense item ‘Travel expenses’.

A. During the project implementation period and the follow-up period, we may request the submission of the results of the subsidized project itself.

A. In principle, payments made outside the project period are not eligible for the subsidy.

A. No, it is not necessary to submit such documents at the time of application. However, in the grant application process after adoption, it is necessary to submit voucher documents relating to the recorded expenses in order to confirm the appropriateness of the expenses, etc. If these documents are incomplete, the grant decision will not be made. Therefore, it is recommended to prepare supporting documents, such as quotations and competitive quotations, as soon as possible during the public call stage.

A. Implementation of the project beyond the project implementation period is not permitted. The schedule should be such that the project is completed within the project implementation period.

A. No. The contract for this subsidized project is the same as a contract if the grant application is submitted by the grantee after agreeing to the Grant Regulations, and the Secretariat sends a notice of grant decision.
There are no separate steps, such as the signing of a contract, between the Secretariat and the grantee after the issuance of the notification of grant decision.

A. Due to the nature of the grant, both the applications and receipt of the subsidy must be conducted through a Japanese company.

A. The application is made on a Japanese company basis. For example, as Japanese company A, it is possible to apply for a total of two applications, one for training at the Indian base B and the other for training at the Indian base C.

A. One Japanese company can apply for multiple training categories (1), (2) and (3).
Each classification has its own maximum amount, and the maximum amount paid is the sum of each.

A. It is possible to apply for more than one training project per company.
In principle, it is possible to apply for two 3-month training courses belonging to the same training category, if the total amount of both training courses is within the budget limit.
If the training courses belong to different training categories, as long as the objectives, content and target group of each training course are different, you can apply for more than one training course without any problems, as long as the total amount of both training courses is within the budget limit.
