Project objective and description
This project is implemented under the name “INPACT (India-Nippon Program for Applied Competency Training)” (hereafter referred to as the ‘Project’), which is funded by the Ministry of Economy, Trade and Industry (METI) as part of the FY2024 supplementary “Subsidy for Co-creation Technical Human Resources Exchange Project that Contributes to Strengthening Cooperation with the Global South (Project to Promote the Expansion of Endowed Courses in India)”.
In order to promote the development and utilization of human resources in India, the project aims to promote the employment of Indian human resources in Japanese companies and encourage Japanese companies to hire Indian human resources, by expanding the Japan-India Institute for Manufacturing and the Japanese Endowed Courses Schemes, and by providing Japanese companies with expenses for the development of human resources through the provision of practical educational opportunities such as classroom lectures and on-the-job training.
The training programs under the project are classified into the following three types.
In all categories, applications for both a single category and combined categories are welcome.
Applications for multiple types from a single Japanese company: A single Japanese company may apply for up to three categories at the same time. However, in the event of a high number of applications, priority will be given to ensuring that as many companies as possible make use of this subsidized project.
Maximum amount when applying multiple categories: When applying for multiple categories, the maximum subsidy amount is JPY 6 million per company for simultaneous applications across three categories. However, depending on the number of applications received from other companies, one or two types of training may be requested.
The human resources eligible for training under the project shall be those who fall under any of the following categories.
・Students enrolled in universities and higher education institutions in India.
・Those who are under 40 years of age and not in employment, and who intend to be employed in the future.
*The applicant may be required to submit documents that confirm the above (certificate of enrolment, age verification documents).
Examples of training periods:
・Minimum training: 1 day (classroom training only)
・ Medium training: approximately one month (combination of classroom and practical training)
・ Long-term training: approximately four months (combination of classroom training and practical skills training).
If it is difficult to implement (A) Company-specific Training (e.g. difficulty in securing a training period or training location, lack of an implementation system, etc.), you can apply for (B) Collaborative Training with Educational Institutions. This type of training makes use of existing training programs or tailor-made training plans (availability to be confirmed on a case-by-case basis) of the following educational institutions in cooperation with the Secretariat. When applying for training in cooperation with an educational institution, the following unit costs should be included in the commissioning and subcontracting costs as provisional fixed unit costs, irrespective of the educational institution.
・ For 5 or fewer participants: 10,000 yen per person per day.
・ From 6 to 15 participants: 5,000 yen per person per day.
・ For 16 or more participants: 3,000 yen per person per day.

*The companies that have received a grant decision must submit the following documents to the Secretariat within 15 days of the completion of the entire training program or by 30 January 2026, whichever is earlier.
The Secretariat may request confirmation or correction if there are any deficiencies or unclear points in the report.
・ Training implementation report (in the prescribed format)
・ Settlement Report (in the prescribed format, with supporting documents attached)

How to apply
Start date for accepting applications: Tuesday, 1 July 2025

Second deadline: Friday, 8 August 2025 Applications must arrive by 12:00 (Japan time) / 8:30 (India time)
*Additional application rounds may be conducted depending on the number of submissions.
Please submit the following prescribed forms. The forms can be downloaded from the ‘Form’ of the Download documents section below.
(1) Training project plan
(2) Statement of expenses
(3) Company profile (e.g. company brochure)
(4) Financial statements for the last three years (if no financial statements have been prepared, tax returns may be substituted. For legal entities that have not been established for three years, financial statements for the period for which they can be submitted).
(5) A copy of the certificate of accreditation or an equivalent document (for applicants with a JIM/JEC track record).
